If Mallard Creek beats Hopewell, the conference Champs, for a third time would they be the #1 seed from the conference? If not, why have the tournament?

Depends on whether Mallard Creek has already qualified for the playoffs. If so then they can enter at no higher than the 2 seed from that conference. If they have not qualified for the playoffs then yes they would be the 1 seed.
